The Washington Nationals haven't made any big trades or headline-grabbing signings so far this winter, outside of the addition of new Nats' skipper Matt Williams, but they continue to sign pitchers to minor league deals, reportedly adding Manny Delcarmen on one this afternoon after signing RHPs Chris Young and Daniel Stange last month.
MLB.com's Bill Ladson was first with the report of the Nats' minor league deal with Delcarmen:

Delcarmen, 31, last pitched in the majors in 2010 when he made a combined 57 appearances for the Colorado Rockies and Boston Red Sox. Since then, the Sox' 2000 2nd Round pick has pitched for the Texas Rangers, Seattle Mariners, New York Yankees and Baltimore Orioles' Triple-A affiliates. Delcarmen became a free agent again on November 5th. In his year in the O's organization, the right-hander was (3-3) with a 2.83 ERA, 3.44 FIP, 22 walks (3.67 BB/9) and 46 Ks (7.67 K/9) in 48 appearances and 54 IP.
Washington Post writer Adam Kilgore has since confirmed the Nats' minor league deal with Delcarmen:

Delcarmen is currently pitching for the Tigres del Licey in the Liga de Beisbol Dominicano where he's (0-2) with a 1.88 ERA, four walks (2.51 BB/9) and 18 Ks (11.30 K/9) in 14 1/3 IP.
